Does anyone have a good open source application I can use with a Microsoft Access file.

I have open office but it doesn't read the file.

is it the access application or access data you want to open?

Filemaker might help if it's an application.

If you output your access data as a standard file such as CSV, you can open that easily in open office or Neo Office.

I'm pretty sure you will not be able to run Access applications without a conversion to a Mac app
