Can anyone provide guidance on how to do a clean re-install of Mail.app? I've consolidated all my mail accounts into Gmail and I'd like to purge everything I've done on my local mail client and start synching with Gmail using imap.

If you delete the ~/Library/Mail folder (or better, move to Desktop to test), that will nuke everything that Mail has stored, except basic preferences.
