No, this is not in any definition a scam.
They are offering a service, and you can agree or not with the price they charge.
But it is not a scam unless you can establish that they either do not deliver the service paid for, or otherwise steal money or idenitification.

I once ripped someone's CD collection for them, for the modest cost of 50c per CD. They're charging more, but they're in business. If people will pay, then it's no scam..
