Not to worry - what the Tiger Disk Utility calls "MS-DOS File System" is actually FAT32.
FAT 16, which isn't even an option in OS X, is limited to a 2 GB partition, which is lots for key drives, Zip drives and the like, but not nearly enough for any modern hard drive.

Is it possible to format a thumb drive/microdrive as HFS+?
