I haven't really used it, but isn't PhotoStream the iCloud replacement for photo syncing?
I haven't used it either, but from what I had read, PhotoStream is just whatever photos you have taken most recently. I'm looking to sync a couple specific albums from my iPhoto, which are not my most recent pictures.

Photo syncing is different to having albums hosted for others to see. - pretty much Facebook can host your albums

You're right Stephanie. I understand the difference now. PhotoStream only syncs the most recent photos from your iOS devices to your computer.
I haven't tried it yet because I use PhotoShop vs. iPhoto. I should try Aperture, which also works with PhotoStream.
Is there a way to view iPhoto Albums on an ATV2 without MobileMe?
If you're referring to MobileMe Gallery, then the answer is no. Obviously you can view these albums through a Mac on your local network, which must be on at the time.
iPhoto for iOS has a new feature called Journals that kinda-sorta replaces iPhoto Gallery, but as far as I know it's not ATV-friendly (yet).
