So Nitrozac and I have been waiting for an iPhone 4 since they were announced. The online "are-you-eligible?" script and everything I read at Rogers says we're eligible for upgrade. yay.
We start the wait July 30th. First, I was on a list at a store to get one, then I find out they messed up the list and we got left off, so then we are on again. A few weeks later I go to the store to find out what is up and learn Rogers has banned lists, so I have to keep phoning the store. Nice.
There goes August, there goes September, here is October... phone phone phone, they never have them.
So FINALLY, today they have two iPhone 4 32 gigs, "please please hold them for me", and I drive into town to get them.
There they are, on the counter in front of me. YES.
Wait a sec, now I am NOT eligible. The guy at the store phones Rogers. They changed the terms yesterday. I'm now eligible in November 2011.
The guy at the store can't believe it, so he phones again, hoping to get someone else. The next person he gets says I'm eligible in January 2012.
Every carrier has the same problem right now, lots of iPhone 4 demand, not enough stock. Bell and Telus seemed to have a reprieve in mid-September and had stock for a brief period, but, word got out and supply there dried up too... Rogers/Fido offered special HUP pricing for iPhone upgrades up until Oct 13, so, there was EXTRA demand to get those phones before that date... Pricing for upgrades has now returned to where it "should" have been, before the special offer.
Rogers actually just changed their upgrade eligibility policy for all phones. The old requirement was 24 months before you could receive promotional pricing on a new phone, now it's been upped to 30 months.
My friend was in the same situation. Originally was told he qualified for full discount, then when he finally found a phone, he was told the discount had expired. I kept telling him to try again, which he did last night. He was told that all discount under 2.5 years were expiring today and he was given the full $159 discount on a 16 gig. He really wanted a 32 but they were out of stock and he didn't want to risk getting screwed over again.
Red board:
First, we are extending the 6GB/$30 promotion until Oct. 5. Second, we are extending one component of our early Hardware Upgrade offer through the end of the year. Any customer who activated or upgraded an earlier version of the iPhone with Rogers/Fido on a term contract on or before December 31, 2008 will continue to be eligible for at least $480 off the no-term device price when they upgrade to an iPhone 4. They can pick up an iPhone 4 16GB/32GB for $159/$269 on a new 3-year voice and data plan.

I just went to my local Telus dealer to upgrade. They had 16 gb in stock but I wanted a 32 gb. They said no problem, put the order in on Tuesday, picked it up today. In and out in 10 mins. Got the sweet Student 55 plan too.

The Rogers Twitter people tell me I'm eligible, and to go to a Rogers Plus store to get a phone. They don't have the phones.
The Rogers Authorized dealer has the phones. He can't reach anyone at Rogers who knows about the iPhone 4 HUP extension, so he can't sell them to me.
Rogers Twitter people: "Wait, you're saying the store called Rogers, and they weren't aware of the iPhone 4 HUP extension? That's odd."
They tell me to call Care.
I do. Care has no idea about the iPhone 4 HUP extension.
Thats the frustarating thing. My friend was told $600 (full price), $499, and $159 by various people over a period of a few days. I assume these people ar eall looking at the same information, so how come they cant give a consistent answer?
I am going through the EXACT same issue right now with Rogers.
Store has one right now. At the beginning, it said that my phone was eligible for upgrade. Now, they are telling me it is not.
Phone, spend 30 minutes on the phone. They say... they will ship one to me, but they don't have stock, and I have to keep calling back. I ask, can't I pick one in the store that is right in front of me. Nope.
Holy crap, Rogers is difficult to deal with.
