go into 'settings' -> 'general' -> 'about' and should should get the update prompt. at the very least it'll list the 'carrier' which should say 'rogers 7.2' (or name your provider and 7.2)
Hmmm... did as you suggested and it was already at 7.2
The carrier update likely has to do with how iTunes will recognize the up and coming micro sims. I am guessing of course, but given the description at apple about what a carrier update is doing in general (see here: About carrier settings updates in iTunes), and given that the iPhone 4 uses a micro, rather than a "regular" sim - I am just following the logic and making a guess.
It was a very good update for me. Since the ios 4.0 update I had a lot of disconnection of the network and most of the time, only wi-fi was working.
I had already restore my iphone as a new, but nothing worked.
This carrier update repairs everything for me.

I just did this, and didn't get any update prompt. It does list the carrier, which is Rogers 5.0! Is this because I have a 3G? Or does it depend on where you are located?
My iOS4 3G shows 7.2 after the update. Try rebooting your phone.
A quick google search seems to imply that automatic carrier updates only work with iOS 4. I didn't see offhand how to get them if you don't have the latest iOS. Anyway, I'm not sure if I want or need it. The phone is working fine!
