Probably something to do with CRTC approval of the hardware also.

CRTC doesn't regulate hardware. They regulate policy.

Does somebody or some regulatory body have to approve "Radio Transmitting Devices" perhaps Industry Canada?

The point being we sometimes lag behind due to our "red tape".
