I have an iphone 3g, it has about a year and a half left on the contract, I think I have a pretty descent plan, I get

250 anytime minutes
unlimited evenings and weekends after 8
unlimited rogers to rogers
100 long distance minutes
voicemail
call ID
6gb data plan


after all taxes and fees and SAF and 911 etc the total monthly bill is $67.14 I think that is likely a pretty descent plan so I was wondering if there is a way to transfer that and if there is if there is actually a market for it?

From what I have seen in my recent hunt for a used iPhone, I came across several guys in situations like yourself. In most cases they were offering the phone for free to whoever would accompany them to a Rogers store, and have the plan transferred in to their name.
