The iTunes version itself is the same, but the ringtone tab only shows up after you connect to an iTunes Store account that supports ringtones. Since ringtones aren't available in Canada, you won't get the ringtone tab at all.
If you create or add ringtones through a third-party app such as iToner, that would probably trigger iTunes to display the ringtone tab as well (ie, once you have ringtones in your iTunes library).
